As part of the Phase 1A study, several interchange locations were considered as given conditions, such as U.S. 23, U. S. 460, KY 194 near Kimper, KY 199 and KY 319 near the West Virginia border, and the King Coal Highway (I-73/74 Corridor). However, after the initial alignment studies were completed, it became obvious that several of these interchanges would be very expensive to construct especially KY 199 and KY 319. To confuse the issue of interchanges even more, the public and the I-66 ACT members began to express support for additional interchanges to several isolated areas. The Kentucky Transportation Cabinet staff with support from the consulting team analyzed the interchange locations against the Purpose and Needs Statement and preliminary costs. The result was two sets of interchanges, those that were considered as basic to providing access to the region (designated interchanges) and those that were considered as desirable for improving access to several isolated areas (conditional interchanges) such as Upper and Lower Pompey areas, McVeigh, Ransom and Phelps areas. Designated interchanges will be carried into Phase 1B. It is important to realize that access to the more isolated areas requires both the construction of an interchange as well as miles of connector road. These costs can be very expensive as noted in the table below. Given this, the conditional interchanges will be left for a future design consideration.
